Oracle Linux: Rebooting a Server Hangs with "ACPI MEMORY OR I/O RESET_REG" (Doc ID 2620148.1)

Symptoms

Rebooting the Oracle Linux Server causes it to freeze. From the console output, the system is stuck at :

After removing "rhgb quiet" and adding "debug rd.debug" in grub command line, following messages appears on reboot:
