[PCA 2.x] VM Unable to Startup Due to Locked Status (Doc ID 2629166.1)

VM unable to startup in one of the compute nodes in the PCA machine.

We can check the status of the VM through OVM CLI . Please check the sample output below; And locked status is showing as "True"
