Oracle VM: Red Hat Compatible Kernel Crash On Boot With the Message "No root device block:/dev/mapper/rootvg-rootlv" (Doc ID 2653399.1)

Symptoms

Oracle Linux 6.10 Virtual Machine with the Red Hat Compatible Kernel (RHCK) crashes on boot with the following messages:

   dracut Warning: No root device "block:/dev/mapper/rootvg-rootlv" found
   dracut Warning: Boot has failed. To debug this issue add "rdshell" to the kernel command line.
   dracut Warning: Signal caught!
   dracut Warning: Boot has failed. To debug this issue add "rdshell" to the kernel command line.
   Kernel panic - not syncing: Attempted to kill init!
