[ PCA / OVM ] Manual Backup of OVM Resources Fails with OfmError: Failed to login (Doc ID 2657191.1)

Symptoms

Attempting to perform a manual backup of OVM resources using "/u01/app/oracle/ovm-manager-3/ovm_tools/bin/BackupDatabase" fails with:

OfmError: Failed to login
Exception HTTPSConnectionPool(host='192.168.4.216', port=8443): Max retries exceeded with url: /xms/resource/rest/xmsSession (Caused by ProxyError('Cannot connect to proxy.', error('Tunnel connection failed: 403 Forbidden',))) while executing POST request for xmsSession
