System Hangs During Database Import With filesystemio_options=setall Configured (Doc ID 2662609.1)

Symptoms

System hangs while performing a Database Import while booted from UEK5 kernel: 4.14.35-1902.7.3.1.el7uek.x86_64 with filesystemio_options=setall configured.
There are a lot of CPU soft lockup messages seen in the guest VM's /var/log/messages on virtual machine:
