[PCA] Unable to Create a Network after Unsuccessfully Deleting One with the Same Name (Doc ID 2667065.1)

Symptoms

When attempts to delete a custom network via PCA CLI(pca-admin), there are several software layers involved in the delete operation.

If the deletion fails on one layer, although the network seems disappeared from "pca-admin list network", but create a new custom network with same name will fail.

AssertionError: Job failure from command: create network int_net
rack_internal_network with output: create network int_net
rack_internal_network

Status: Failure
Error Message: Error (NETWORK_002): Exception while creating network:
int_net. CREATE_NETWORK_ERR: Cannot create network int_net. Reasons:
['DEFINE_NETWORK_ERR: Error defining network int_net. The same network already exists.'].
