[PCA] Delete Custom Tenant Group Will Fail With Any Compute Node Powered Down

Symptoms
On Oracle Private Cloud Appliance, deleting a custom tenant group will fail with command timeout error when any compute node (regardless of whether it's in the tenant group or not) is powered down.
PCA> delete tenant-group example_tenant_group
