OLVM: When Accessing noVNC VM Console Prompts Error "Can't Connect to Websocket Proxy Server"

Symptoms
When using novnc in the VM console, it prompts:
Followed the Doc ID 2664057.1 steps and make sure that WebSocket proxy service is running and firewall & certificate are properly configured, but the error still persists.
By checking the OLVM engine messages log, it reports 'permission denied'.
