[PCA 2.x] Creating rack_internal_network Fails with OfmError (Doc ID 2696942.1)

Symptoms

On an Infiniband/Xsigo based PCA rack, after upgrading from 2.4.2 to 2.4.3, create a rack_internal_network failed (waiting roughly 20 minutes) as follows:
