[OLVM] Create a new vdisk larger than "MaxBlockDiskSizeInGibiBytes" doesn't report error (Doc ID 2707113.1)

Symptoms

By default, MaxBlockDiskSizeInGibiBytes is 8192 GB, but creating a new vdisk for a VM with a size over 8192 GB doesn't report any error. What happened?
