[PCA 2.x] Storage-network Upgrade Fails on Cisco Switches Backup with Error "Permission denied" (Doc ID 2710199.1)

Symptoms

On Ethernet-based Oracle Private Cloud Appliance, when running storage network upgrade, while the precheck succeeded (pca_upgrader -V) but the real upgrade (pca_upgrader -U) failed.
