Oracle Linux: NTP Sync Issue with High offset and "ntpd -qg" Hung (Doc ID 2716384.1)

Symptoms

Seeing high offset value and it keeps increasing. There are 3 NTP servers configured in ntp.conf file. It can be seen in below output.

When tried to sync the time manually, the ntpd command doesn't complete and it hung forever.
