The user of Oracle Linux Virtualization Manager (OLVM) may be interested in state transitions of a Virtual Machine.  

For example, if you're implementing application using OLVM REST API, you may be interested in which actions (start, pause, migrate, stop, etc.) are possible upon each state of the VM (e.g. stopped, running, starting, migrating, etc.)
