Oracle Linux: Exadata DB Node Crash Due To High RDS Latency Reported "PORT mlx4_2/port_2/ib5 : port state transition to DOWN (portlayers 0xc)" (Doc ID 2758863.1)

Linux OS - Version Oracle Linux 7.7 with Unbreakable Enterprise Kernel [4.14.35] and later
Linux x86-64

Customer was noticing these port down events and at times, DB gets hung during the port transition.

Initially, DB Node crashing due to high RDS latency issue (IB Ports going up/down) after DB hung.

For few incidents, there was no DB node crash.

Issue not visible in daily business operational activity, its intermittent & occurring frequency between 15-20 days.

IB support team was not seeing any issue in IB layer, when IB switch layer suspected/checked. Hardware is clean as per Hardware team.
