[PCA 2.x] Upgrader Fails precheck with "The storage is currently resilvering or scrubbing"

Symptoms
While performing a pca_upgrader precheck. The check fails with the following error:
ERROR (precheck_utils:2828) The storage is currently resilvering or scrubbing. The AK upgrade cannot be attempted until after these tasks have been completed.
and/or
ERROR (precheck:148) [ZFSSA Resilvering Jobs Check (Ensure no resilvering jobs are currently running)] Failed The storage is currently resilvering or scrubbing. The AK upgrade cannot be attempted until after these tasks have been completed.
Changes
Customer had cancelled a monthly scrub. Prior to running the pca_upgrader check.
