Oracle Linux : domU Guest VM Reducing Memory Fails with <out_of_memory> Call Trace Even After Reducing "Nr_hugepages" (Doc ID 2777344.1)

Customer would like to reduce domU Guest VM memory amount from 256GB to 64GB.
This domU is hosting an Oracle Database Server, HugePages is configured and working just fine using 256GB of RAM.
When reducing the memory amount down to 64GB and setting the tuned value of HugePages, accurately calculated for 64GB, in /etc/sysctl.conf, restarting the VM results in bellow Call Trace :
