Oracle Linux: Server Fails to Boot Due to a Missing grub.cfg (Doc ID 2789099.1)

Symptoms

Server is unable to boot due to the fact that the "grub.cfg" is missing or does not exist, there is no error message displayed on boot, the system just drops to the "grub>" prompt.
