Directory /tmp permissions is set to 755 when using encrypted LV (Doc ID 2792731.1)

Symptoms

When directory /tmp is using encrypted luks LVM with ext2/3/4 file system in OL8, the permission of the /tmp filesystem could be incorrectly set to 0755 after rebooting, even set it to 1777 manually before rebooting . For example,
