[PCA] How to Modify lacp_rate in Compute Nodes and Management Nodes

IEEE 802.3ad defines two LACP rates:
- slow or 0 - Default setting. This specifies that partners should transmit LACPDUs every 30 seconds.
- fast or 1 - Specifies that partners should transmit LACPDUs every 1 second.
Ideally, the lacp rate needs to be same in both ends of networking. If they do not match, various issues may arise.
In some Ethernet-based PCA versions, the Compute Node configures lacp_rate as fast, but in PCA Leaf switches, the default LACP rate is "slow", we recommend syncing to the same rate.
This issue has been fixed in PCA 2.4.4.
