Oracle Linux: Hot Plugged Memory Shows "offline" with RHCK Kernel (Doc ID 2801656.1)

Symptoms

This issue is seen on Oracle Linux (short for OL) Virtual Machine (short for VM) running on Nutanix AHV platform, it might also happen to OL VM on other KVM based hypervisors or even bare mental machine.

Basically, memory that is added onto a running VM (hot plugging memory) shows "offline" in guest OS, 

However if the VM is rebooted, those newly added memory becomes offline again. 

If the VM was shutdown and powered up, the newly added memory shows online.

Configuring/Adding more memory to a running VM.
