Oracle VM:Unable To Start Virtual Machines on Oracle VM Server - Error Acquire Running Lock (Doc ID 2811973.1)

Symptoms

Virtual Machines that were migrated to a different host in the server pool the VMs are unable to be powered on.
The following error messages are seen in the AdminServer.log:

 

Changes

 The root file system for the Oracle VM Server hosting the Virtual Machines has gone into read-only mode.

Though the VMs were migrated to a different host in the server pool the VMs are unable to be powered on.
