Oracle VM: Oracle VM Manager 3.4.7 fails to Discover Oracle VM Servers 3.3.x (Doc ID 2813653.1)

Symptoms

Not possible to discover or manage Oracle VM Servers below version 3.3.5 with Oracle VM Manager 3.4.7.

The following message is observed in AdminServer.log:

at com.oracle.ovm.mgr.discover.DiscoverEngine.getServerApiVersions(DiscoverEngine .java:636)
at com.oracle.ovm.mgr.discover.DiscoverEngine.discoverNewServer(DiscoverEngine.java:444)
... 
Caused By: com.oracle.ovm.mgr.api.exception.ServerOperationException:
OVMAPI_4004E Sync command failed on server: <IP ADDRESS>. Command: get_api_version, Server error: org.apache.xmlrpc.XmlRpcException: Failed to read server's response: Received fatal alert: handshake_failure
