[PCA 2.4.x] Network mgmt_internal is Observed from pca-admin CLI (Doc ID 2828918.1)

Symptoms

After upgraded to PCA 2.4.x, some Compute Nodes observe network mgmt_internal from pca-admin CLI. But new added or provisioned Compute Nodes won't see this network.
