InfiniBand Swtich Maintenance Causes Extremely Loading and Slowness in Exadata Database Node (Doc ID 2829678.1)

Symptoms

During IB switch maintenance, Exadata DB node with image version 19.3.5 encounters extremely loading and slowness in the system.
ADDR_CHANGE and IP migration events are seen during to IB link disconnected.

  

Effective kernel version is still 4.14.35-1902.9.2.el7uek

Changes

 System was rebooted sometimes ago. The system kernel patch level is on 4.14.35-1902.9.2.el7uek.x86_64
