OCNE: Flannel Fails to Communicate Between Pods Post Node Reboot (Doc ID 2856528.1)

Symptoms

Post node reboot, the MAC address of Flannel changes, and other nodes do not get the updated MAC address in their ARP table leading to Flannel failing to communicate across pods.
