Oracle Linux 7: Slow "ssh" Login Issue (Doc ID 2862346.1)

Symptoms

When logging into an Oracle Linux system using ssh, it takes a long time (actually more than 25 seconds) to see the prompt after typing in password and enter.
The delay can be verified by tcpdump, 

However dbus server is running fine.
