Oracle Linux: High Load Average with Multiple kworker process in D state with WCHAN "rq_qos_wait" (Doc ID 2874885.1)

Symptoms

Large number of kworker processes can be seen in D state with WCHAN value rq_qos_wait. This issue happens with UEK6 kernel. That causes a very high load average.
