Oracle Linux: systemd-udevd Consuming High CPU After Server Reboot (Doc ID 2879538.1)

On a server running with 5.4.17-2136.300.7.el7uek.x86_64, after system reboots, there are numerous systemd-udevd processes that consume 85-95% of the CPU, and will slow down the system for upwards of 45 minutes from the reboot. The high CPU can be seen under system processes. Once the processes have completed, the system will function as expected.
