[PCA 2.4.4] Timezone Configuration Change Could Fail on Cisco Switches

Symptoms
On X8-2 PCA with 2.4.4 software release, after changing timezone via PCA CLI, the following error could be observed in /var/log/ovca.log on PCA active management node.
