Oracle VM : Vitual Machine Failes to Start with Error "Device 0 (vif) could not be connected. Hotplug scripts not working" (Doc ID 2881941.1)

Symptoms

Unable to start VMs on a specific Oracle VM Server.
The same VM starts on other VM Servers in the environment. The below error is reported when the VM starts on this particular server.

OVMAPI_6000E Internal Error: OVMAPI_5001E Job: 1656821210118/Start VM: VM-XYZ/Start VM: VM-XYZ, failed. Job Failure Event: 1656821318605/Server
Async Command Failed/OVMEVT_00C014D_001 Async command failed on server: OVS. Object: VM-XYZ, PID: 21721,
Server error: Command: ['xm', 'create', '/OVS/Repositories/Repository-UUID/VirtualMachines/VM-UUID/vm.cfg'] failed (1): stderr: 
Error: Device 0 (vif) could not be connected.Hotplug scripts not working.stdout: Using config file "/OVS/Repositories/Repository-UUID/VirtualMachines/VM-UUID/vm.cfg". ,
