Oracle Linux: UEK4 Kernel Hung with Many Processes Stuck in "fanotify_handle_event"

Symptoms
This issue has been observed on Oracle Linux 6 or Oracle Linux 7 systems which run a UEK4 kernel. In all currently reported cases, the bug is always triggered by antivirus software either from McAfee or TrendMicro. In a vmcore file captured from the hung system, the typlical hung process's call stacks look like below,
And there are normally many different processes get stuck in the same point.
