OLVM: Attempt to Import OVA File Fails With "Exception: Failed to find OVF in dir <directory>" in the Ansible and OVA Logs

Symptoms
When this issue is seen the GUI will report, "Failed to find or load the VM or Template configuration from the OVA directory and/or file: <directory>".
The engine.log file reports "Error: null" and refers to a log with more details. From /var/log/ovirt-engine/engine.log,
On the KVM Host there are no logs in /var/log/vdsm.log at that time.
