OLVM: Warning Message "<VM> does not fit to a single NUMA node on host" is Logged When Starting VM (Doc ID 2900746.1)

Symptoms

A warning message is logged onto [Event] screen of OLVM Engine WebUI and /var/log/ovirt-engine/engine.log when certain VM is started:

VM <VM_NAME> does not fit to a single NUMA node on host <KVM_HOST_NAME>.
This may negatively impact its performance. Consider using vNUMA and NUMA pinning for this VM.

Changes

Starting a VM whose CPUs are pinned.
