Oracle Linux: Latest Packages are Available on ULN Mirror Server but Cannot be Installed (Doc ID 2901635.1)

Symptoms

Multiple Oracle Linux (OL) systems apply updates from an internal ULN mirror system
The ULN mirror is kept up-to-date i.e. synchronised from ULN nightly.
Occasionally, YUM clients are unable to install very latest packages from the ULN mirror despite latest packages being present.
Messages such as the following are observed by YUM clients:
