OLVM: Guest VM with UEFI boot unable to Hot Plugging CPU (Doc ID 2903266.1)

Symptoms

For a VM booting with UEFI when the hot plug of CPUs is attempted for the VM guest, it fails with the below error:

ERROR [org.ovirt.engine.core.dal.dbbroker.auditloghandling.AuditLogDirector] (default task-38) [64c0781d]
EVENT_ID: FAILED_HOT_SET_NUMBER_OF_CPUS(2,034), Failed to hot set number of CPUS to VM XYZ.
Underlying error message: internal error: unable to execute QEMU command 'device_add': cpu hotplug with SMI wasn't enabled by firmware



The following event was generated for the failure of the addition of the VCPU to the VM:

Message Failed to hot set number of CPUS to VM XYZ. Underlying error message: internal error: unable to execute QEMU command ‘device_add’: cpu hotplug with SMI wasn't enabled by firmware

Changes

No changes were made. This issue is seen on a fresh OLVM 4.4 deployment.
The VM was created with the UEFI boot as per the KM 2666966.1
