Unable to Login to Oracle Linux 8 with Error "cannot access /bin/bash" (Doc ID 2915175.1)

Symptoms

All users are unable to login to the system, either locally or from ssh.

The login authentication succeeds but an error indicates that the user is unable to execute /bin/bash (the user's shell) and the login process is interrupted and fails.

Changes

A previous recovery attempt from single user mode was made to correct other problems.
These login errors started after the previous recovery attempt.
