OLVM: Unable to access VM noVNC Console with "Something went wrong, connection is closed" (Doc ID 2922244.1)

Symptoms

 Unable to access the noVNC Console for VM with error "Something went wrong, connection is closed"
OR

From the messages of the oVirt engine we observe the following logs when attempting to grep for websocket:

 Jul 26 08:40:31 olvm-manager journal[6062]: 2023-07-26 08:40:31,707-0400 ovirt-websocket-proxy: INFO msg:871 handler exception: [Errno 13] Permission denied
 Jul 26 08:40:31 olvm-manager ovirt-websocket-proxy.py[6062]: ovirt-websocket-proxy[6062] INFO msg:871 handler exception: [Errno 13] Permission denied
