OVM: OVS Stuck at Starting Status on Reboot: Exception: Unable to discover active cluster info: Cluster sysfs entry for this node not marked local (Doc ID 2929563.1)

Symptoms


After reboot OVS, it is stuck at Starting Status with below error in ovs-agent log:
Exception: Unable to discover active cluster info: Cluster sysfs entry for this node not marked local

Discover it again will get same error:
OVMAPI_4010E Attempt to send command: discover_cluster to server: OVS1 failed. OVMAPI_4004E Sync command failed on server: 10.10.10.1. Command: discover_cluster, Server error: org.apache.xmlrpc.XmlRpcException: <type 'exceptions.Exception'>:Unable to discover active cluster info: Cluster sysfs entry for this node not marked local [Sun Feb 19 10:57:40 GST 2023]
