Oracle Linux:Hardware Clock Is not Synchronized Even "rtcsync" Has Been Specified in /etc/chrony.conf (Doc ID 2930013.1)

Linux OS - Version Oracle Linux 7.5 with Unbreakable Enterprise Kernel [4.14.35] and later
Linux x86-64

Symptoms

After 'rtcsync' is added in /etc/chrony.conf and chronyd service is started properly. 
It is expected that the hardware clock (or RTC for Real-Time Clock) should be synced up with system time.
However sometimes an obvious drift can still be observed with hardware clock,  the system time is synchronized up with time server well.

This issue is normally seen on Oracle Linux system running UEK5 kernel.
