OLVM: VM Portal Error Message - Console is in Use (Doc ID 2950306.1)

Symptoms

When trying to open up a VM Console in VM Portal, with a non-admin User, the user is greeted with the message "Console is in Use".
The following messages can be observed in the engine.log:

2023-04-04 17:00:53,302+02 INFO [org.ovirt.engine.core.dal.dbbroker.auditloghandling.AuditLogDirector] (default task-530) [369af7a7] EVENT_ID: USER_VDC_LOGIN(30), User <USER>@<LDAP.DOMAIN> connecting from '<IP ADDRESS>' using session 'E+zGRUOQmVC/xRa3PyDuS+moQ38zDZUhGGb6O2bJe5O3FCa09G9oG8u/IiucVQh2ZGvUHxZW6hn/FBaWkZ+LrA==' logged in.
2023-04-04 17:00:53,869+02 ERROR [org.ovirt.engine.core.bll.GetPermissionsForObjectQuery] (default task-532) [59192e52-933c-48bc-a3f5-678abf1cb853] Query execution failed due to insufficient permissions.
2023-04-04 17:00:53,877+02 ERROR [org.ovirt.engine.api.restapi.resource.AbstractBackendResource] (default task-532) [] Operation Failed: query execution failed due to insufficient permissions.
