Oracle Linux: Remove the Duplicate Versions of Packages Installed Due to Failed dnf/yum Transaction (Doc ID 2955929.1)

Upgraded the system using dnf update in the middle system hung so they manually rebooted.
After the system rebooted again tried to continue the upgrade using dnf update getting an error:
