When running traceroute(8) and ping(8) commands against a specific Oracle Linux system, a network delay of 100ms is consistently reported e.g.:

Test to Faulty Node (HOSTNAME2).

Network Quality of Service (QoS) settings were recently applied to the affected node via Linux Traffic Control tc(8).
