OLVM: Virtual Machine Live Migration Stuck At 0% (Doc ID 2967440.1)

Linux OS - Version Oracle Linux 8.8 with Unbreakable Enterprise Kernel [5.4.17] and later
Linux x86-64

Symptoms

In OLVM 4.x, any attempt to live-migrate Virtual Machines fails.
The job status stays stuck at 0% and no errors can be verified in the Engine or Hypervisor log files.

The same behavior can also be observed when trying to set a KVM Host in maintenance mode.
