Symptoms

In Exadata node, before upgrading to image 23.1.10 while running patchmanager precheck, from the minimum conflicts file (/var/log/cellos/minimum_conflict_report.xxxx.txt) : it is pointing that "cannot install both elfutils-libelf-0.189-3.el8.x86_64 & 0.188-3.el8.x86_64"
