Symptoms

An Oracle Linux (OL) SELinux-enabled system operates as a web server.
The web server httpd is re-configured to listen on a non-default TCP port e.g. 80 > 88.
When starting httpd for the first using the non-default port, messages such as the following occur that prevent httpd from starting:
