Symptoms

An Oracle Linux 7 (OL7) system is being upgraded to Oracle Linux 8 (OL8) using Leapp.
Running the leapp preupgrade command completes without issue.
However, running the leapp upgrade command fails.
Messages such as the following are reported to /var/log/leapp/leapp-report.txt:
