Goal

Oracle Linux Server primarily uses the UTF-8 character encoding for locale settings, which is a more modern and widely supported encoding compared to EUC-KR.

UTF-8 supports a much broader range of characters and is the recommended encoding for most modern systems.

When configuring additional locales on Oracle Linux 8, including the ko_KR.euck locale
