Oracle Linux: raw Devices No Longer Available after Upgrade to UEKR7: raw: Cannot open master raw device '/dev/raw/rawctl' (Doc ID 3026529.1)

Symptoms

An Oracle Linux 8 UEKR6 (5.4.1) or lower system that utilises raw devices is updated to UEKR7 (5.15.0).
Following the UEKR7 update, previously configured raw devices are no longer available e.g.:

Changes

 The system was recently updated to use Unbreakable Enterprise Kernel Release 7 (UEKR7) 5.15.0.
