Symptoms

An Oracle Linux 7 (OL7) system is upgraded to Oracle Linux 8 (OL8) using Leapp.
Following the upgrade, log files /var/log/messages and /var/log/secure are found to be empty.
Running the logger(1) command to manually populate the system log fails to generate any content.
Restarting the rsyslogd service allows logging to resume, however, once log files next rotate, the issue returns.

Changes

The system was recently upgraded from Oracle Linux 7 to Oracle Linux 8 using Leapp.
