In OCNE environments, issue of etcd control pods not coming up and not joining the etcd database memberlist is noticed.

One or more of the following symptoms are noticed at the time of the issue.

etcd pods not starting with "cluster ID mismatch" errors in etcd container logs inside /var/log/containers directory.

Changes to etcd database or etcd data directories
